Is there a way to prevent password reset (by policy or other means). Let's say that for security reasons I would like finance people to be able to unlock their locked account but not reset it.

At the end of the reset process, the user will be presented to update the password and unlock the account, or just unlock it.

The unlock option will only appear if the account is actually locked out.
