You can explicitly share the Secret to a user and make them an owner or have the Secret that they need ownership on moved to a folder that they own.

They would have to go to Administration --> Folder Administration to manage their folders?

Just making sure I'm not missing a button or alternative link to create folders that users may have.

Changing the permission from "Owner" to "Edit" will accomplish what you are looking for. User will be able to create their own sub-folders, but they will no be able to delete that main folder. They will however be able to move/delete any folder they are owner of.
Also note that should a folder be deleted the Secrets in that folder do not get deleted they are simply moved to the root directory.

Seems like the permissions are there for it given the description of the "Owner" role but the tool for "Administer Folders" seems to unrestricted to provide it to all my users and not expect them to make awful mistakes.
