Behavior similar to when you add a user to a SharePoint site would be desirable where you can decide to send an e-mail or not (checkbox) and also add your own custom message to a predefined e-mail to the person gaining permissions.

At the moment there is not a way to notify a user when a secret is shared with them. I will take it down as a feature request that you would be interested in.
