You can either ask the other user(s) that have Owner permission to the Secret to grant you the permission or you can temporarily put Secret Server in Unlimited Administration Mode.

To put Secret Server in Unlimited Administrator Mode, go to Administration>Configuration and click the Change Administration Mode button. In the Administration Mode Edit page, click the Edit button and enable Unlimited Administration Mode.
